Nigel N. L. Jou
Chair, Asia Pacific Laboratory Accreditation Cooperation (APLAC)
Nigel has been devoted to accreditation for over 27 years. He holds a Bachelor degree in Electrical Engineering of the National Defense University. Before accreditation, he had been working in a military factory of arsenal for telecommunications in fields including calibration, testing, reliability and quality assurance.
Nigel was responsible for the National Calibration Service (NCS) within the CMS/ITRI. In 1990, he established Taiwan’s laboratory accreditation system, the Chinese National Laboratory Accreditation (CNLA), which was later merged with the CNAB into the Taiwan Accreditation Foundation (TAF) in 2003. He served as the Chief Executive Officer of TAF from 2010-2015 and led the TAF to become one of the leading accreditation bodies in the Asia Pacific area.
Currently Nigel is the APLAC Chair and a registered Lead Evaluator, and a member of the ILAC Executive Committee. He had assessed more than 200 laboratories and participated in more than 10 APLAC peer evaluations and one ILAC regional cooperation evaluation. He represented APLAC in APEC TEL MRA Task Force from 2007 to 2013. Internationally he is well-known as a professional with expertise in leadership, accreditation, accreditation development and quality management.
